well ton cahier est le mieux means your notebook is the best, and ton cahier est le meilleur also means your notebook is the best...
im not the best in french but i do get A's in it. still i think you can use either one.
Ton cahier est le meilleur.
"Mieux" est le superlatif de "bien" (qui est un adverbe et, en conséquence précise un verbe ou un adjectif).
"Meilleur" est le superlatif de "bon" (qui est un adjectif et précise un nom).
Exemples :
