Early united states. around the 1830's
States arguing about boundaries disrupt the nation's unity. I've always enjoyed the story about Michigan's border dispute. Michigan wanted the Toledo area, but compromised when offered the supposed waste land of the Upper Peninsula. To everyone's surprise, copper was found in the U.P. and with later tourism, turned out to be at least as valuable as Toledo.
Compromise is the essence of good government.
