I personally think it is choice c. whats the correct answer?

B) Sorry for your inconvenience.
C) Please recheck the enclosed statement.
D) I was shocked to learn you are unhappy.
I think the answer is B because it shows the person is sorry for their action and recognizes the inconvenience.

I agree. The others are either just factual and/or show no care for the other person's feelings.
