The product of those numbers is 3, and the reciprocal of that is 1/3.
You could also compute it as the product of the reciprocals, (7)x(1/21)

The reciprocal of a whole number is "one over" the number, expressed as a fraction. For example, the reciprocal of 2 is 1/2.
The reciprocal of a fraction is the same fraction, upside down. For example, the reciprocal of 2/3 is 3/2. Now do you understand?
