1st. No, you need 4 more ounces. How i figured this out is i did 16 x 4 and that = 64.

2nd. You need more. To make 1 pound you need 16 ounces. So you need to do 16 x 4 = 64. You need 4 more ounces.

3rd. No you do not. You need 4 more ounces.
