How do you do all of this? You take it one step at a time, and keep a folder with all of the parts. For instance, your first direction is to create a name for your imaginary country. You could make it Nekostan which means Neko's country or land. I'm sure you'll have other ideas.

In your previous post, you asked about creating a centralized government. That's simply the government of the nation. In addition to the monarch, president, or dictator, who else runs the government? What about a parliament or a congress made up of elected people? Or does your country have elected representatives? Your country probably has a military force and a court system.
