Subtract 2x from both sides. Now, you want this in the form of y = mx + b. So, I will write this as -3y = -2x (since you subtract) + 9 (since we know 9 is positive).

-3y = -2x + 9

Now, divide all terms by -3.

y = -2/-3x (or 2/3x like Reiny showed) - 3 (because 9 / -3 = -3)

y = 2/3x - 3
