There were more but this is what I've narrowed it down to.
here are my thoughts, if you care to know:
I'm not sure if 'a' would be considered after 1815. For 'b' I know railroads were improved past 1815 but I'm not sure if it was 150,000 miles. and I'm not even sure what 'c' means...

I think it's c. I don't know what is meant by that statement in light of the question.

I agree with Ms. Sue that the answer is c.

Basically, what the question and c as the answer are saying is that the federal government DIDN'T financially support "large scale internal improvement projects." And if you read up on the building of railroads across the US, most was done with private money.
