What is the United States doing to improve Iraq's infrastructure?

Trying to pay citizens there to rebuild it as fast as some of the other citizens destroy it.

So, the US is paying citizens of Iraq to build their infrastructure while other citizens destroy it? Where are we getting this money from?

What exactly are we doing to improve their infrastructure/what part of their infrastructure are we improving? What exactly does the phrase improving infrastructure mean?
