I assume this is 3.50% w/w although I don't know that.

3.50g NaCl/100 g soln
3.50 g = how many mols. That's mols = grams/molar mass NaCl.

The 100 g soln is converted to volume.
volume = mass/density = 100/1.03 = ?. Convert to L, then
M = mols NaCl/L soln.
