If the chase motion is in a straight line, the velocity is 19.6/1.15 = 17.0 m/s.

I doubt if house cats can run that fast.

If the motion is NOT in a straight line, only the average velocity is meaningful, and you need to know the coordinates of the start and finish points.

Whoever assigned this question apparently does not know the difference between speed and velocity, and should not be teaching physics.
