I am running for team captain on the tennis team and I have to make a speech on Monday so I was wondering if anybody had any ideas on how I persuade people to vote for me and how to make the speech convincing and attention-grabbing. It is going to be around 3 minutes and I don't want to make people bored to death. Do you think it is bad to bribe people to vote for you? I was thinking of adding the fact that I play tennis in tournaments outside of school and practice a lot, but I want to do this without sounding too cocky.

The primary thing you need to do in a speech of this type is to explain why YOU are the best person for the job. What will you do that will make the organization (in this case, your team) operate better? No need to disparage any other candidates -- just focuse on why YOU are the best candidate.
