I am doing a paper on legislation. I chose to talk about SNAP benefits also known as food stamps. I have to write a letter to the appropriate congressman talking abour a specific xhange i would like to see in the policy.But I can't figure out who that would be, Tom Villsack over USDA or a state representative.
