If v is velocity and s is distance at time t,

v = 200 - 10t
s = 200t - 5t^2

v starts positive, and decreases, as with a body shot upwards and then falling.

1500 = 200t - t^2 at t=10,t=30.

So, we have a body shot upwards at 200m/s. At time t=10, still rising, it passes 1500m. At t=30, now falling, it has descended to 1500m again.
