  7. Use the person in your book. If you read the Wiki article I linked, there were many men who could be considered the founder. Raleigh financed it. Other men came on two or more voyages to lead the colony.

  10. It's not weird. It cost money to sail across the ocean and establish a colony.

    From the Wikipedia article:

    "On March 25, 1584, Queen Elizabeth I granted Sir Walter Raleigh a charter for the colonization of the area of North America known as Virginia. This charter specified that Raleigh had seven years in which to establish a settlement in North America, or lose his right to colonization.[1]:9 Raleigh and Elizabeth intended that the venture should provide riches from the New World and a base from which to send privateers on raids against the treasure fleets of Spain."
