The weight and kinetic friction forces on the tires will be different unless the center of mass is midway between the tires. I assume they want you to assume that it is, so that 1/4 of the total frioction force is on each tire.

In that case,

4*Ftire* X -Fwind*X= (1/2)M Vo^2

Solve for Ftire. X = 10 m

The equation says that the work done against sliding friction and the wind equals the initial kinetic energy. The wind work is negative since it comes from behind.
