The graph shows that in 2005 and 2006 there were long periods where the rainfall was below average. This would lead to problems such as reservoir levels dropping and water restrictions, for example, hosepipe bans. By contrast 2007 saw a longer wet period in the summer which leads to reservoirs and aquifers being replenished.
When an area gets less rainfall than normal, reservoir levels will drop and there'll be less water to distribute to the inhabitants.
When an area gets more rainfall than normal, reservoir levels will rise and water levels will return to normal or above.
