Would it make sense to identify first the problem areas, then to classify those which can be improved, and those which cannot? And finally, some plan to work on those (including resources, costs, timelines) which can be improved?
Or you could do it like the Federal government, just spend money.

Bobpursley gave you some ideas. You first need to identify the problems in your community. Then suggest ways to solve some of these problems. Often churches get together to help solve some problems. If police seem to be biased occasionally, this can be addressed by the city council or equivalent body.
