Let's place the digit 2 before the decimal point: 2.

Next, we can add the digit 1 after the decimal point: 2.1.

The decimal 2.1 is greater than 0.3, so we need to make it smaller. To do this, we can add another digit after the 1. Since we only have the digits 2 and 1, we can only use one of these digits.

By adding the digit 1 after the 1, the decimal becomes 2.11.

Now, 2.11 is less than 0.3, so this is our final answer - a decimal less than 0.3 using the digits 2 and 1.
