    a. mercantalism
    b. flota system

    Technological
    a. Improved boats and ships
    b. improved maps for navigation

    institutional
    a. bullion fleets administered from, Seville
    b. colonial empires of France, Spain, England, Netherlands, Portugal, and Dutch
