Which one would be right...I don't really understand

What was the signifianceof the War Powers Resolution of 1973?

1) gives the Executive Branch the power to wage wars instead of leaving that power to Congress to declare it.

2)Congress tried to reverse what they did by signing over the power to run Vietnam to Johnson as a result of the Gulf of Tonkin Resolution.

Number 2 is correct.

Number 1 is clearly wrong. The War Powers Act states that the President must consult with Congress if he sends troops abroad.

The significance seems to be that Congress in effect admitted it was wrong to allow the presidents to send troops to Vietnam.
