I am not sure I understand especially the part where it says "the value".

If the surface area of a sphere decreases, will the value of the volume remain the same?

If we decrease the radius than we should have a different volume - right?

Yes, if the radius decreases for a sphere, both the area (4 pi r^2) and volume (4 pi r^3/3) must decrease.
