I would beg to disagree on one point.

Puerto Ricans (and Guam and the US Virgin Islands) have some delegate votes at party presidential nominating conventions, but they are not entitled to vote in United States presidential elections. Puerto Rico has no electoral college votes. Puerto Ricans must be US citizens to vote for president. Dual citizenship may be possible, but they would need to reside in the US to vote.
