I need to write a paper on health care system evolution, what questions will I be looking to answer
You need to do some research on the history of healthcare. Are you going to start with Barbers in Greece? Witch doctors?
The reason I ask this is the bounds for your paper have to be established by you. What will be the point of your paper? Those things need to be established before you even start, no one but you can determine that. You title suggests Health care in the US, but the text says health care system. Those are vastly different. I suggest this: make some written statement of what you are going to write on, then start there to put it together.
