Blue light seems to be emitted by T .V. in a dark room if anybody watches it from outside the room.

What is your question? What kind of screen does the TV have? LCD? Plasma? DLP? Picture tube? They all use totally different processes to generate an image, and the stray light they emit depends upon the type.
