There is some moisture in the air as water vapor(gas).

By the way water vapor is single H2O molecules with a mass of 18 grams/mole. Air is mostly Nitrogen, N2, with a molecular mass of 14*2 = 28 grams per mole so air with water vapor in it tends to be less dense than the mostly nitrogen dry air around it and rises.
The air rises and cools.
When the air cools, the moisture condenses to liquid from gas (and even goes so far as to form drops or snowflakes if it cools enough)
