I need to do a paper about federal bureaucracy. In this paper I need to talk about what red tape means, how much Congress is to blame for the bureaucratic red tape, some benefits of the federal bureaucracy as well as some drawbacks with the current bureaucratic system.
My question for someone is this: should I tell what bureaucracy is and then add in what needs to go into the paper?
