I will assume the slope is 2/3 and the point is (5,1)

1. using y = mx + b
1 = (2/3)(5) + b
3 = 10 + 3b
b = -7
then y = (2/3)x - 7

or

(y-1) = (2/3)(x-5)
3y - 3 = 2x - 10
2x - 3y = 7

or ( my favourite way, based on the fact that for Ax + By = C, the slope is -A/B)
we know the equation must be
2x - 3y = C, sub in (5,1)
10 - 3 = C
C = 7
so 2x - 3y = 7
