I don't like the question: My personal experience is that seldom is creativity "fostered". What we can do is remove the impedimemts to creativity. 1, 2, 3 are impediments. So, in that context, 4 is the "correct" response. I remember Picasso's Blue Period, and actually have some prints. He used a lot of blue in his pictures.
