In reviewing elements of the Patriot Act that was passed by the Congress as a direct result of the 9/11 event, we can see numerous changes that re-shaped the dynamics of law enforcement. Under this act, police powers were expanded to cover such activities such as bank checking for all individuals to provide positive ID and proof of residency, library use, wiretaps, consolidation of electronic informational systems to increased informational sharing, and enhanced surveillance, border protection and increased funding or grants to allow local policy departments to take advantage of those programs indentified in the Patriot Act to help protect America against terrorism, biohazards and "local domestic emergency preparedness".

The objective of this bill was to enhance federal, state and local police agencies to work together as a network and combat terrorism and crimes that could provide financial support for terrorist groups both here and abroad through effective gathering of intelligence, the use of modern technology, and the resources available throughout the country linked to one main informational system hosted by the Homeland Security policies. With all the extra funding available from the Patriot Act, a lot of things have fallen under the HS catagory to enhance police work. Through "research and development" processes focusing on homeland issues, Fingerprint machines, x ray detection devices, infra red or thermal image tools for both fire and body detection etc have all become available to local authorities because of the funding and grants provided. Thermal imaging can be used in searching a building that is on fire for a person inside, to being used on our southern border to seek out illegal aliens hiding in the darkness from the Border Patrol or other persons.
