You should be able to find some kind of table like the one above. Try answering your questions from that and we'll check your work if you want.

I won't repeat much of what Roger has written. There are a number of prefixes you should know but the ones he listed are ESSENTIAL. I remember them this way and you can make conversions this way.

Now, the unit, whatever we are talking about is 1. As we go UP the chart simply move the decimal point one place to the left for each place you move. As we go DOWN the chart, simply move the decimal point one place to the right for each place you move. Here are some examples.
4.5 liters converted to ?? kiloliters. Start at the unit position, move UP 1 to deca, 1 more to hecto, and 1 more to kilo. So we move the decimal point three places to the left and 4.5 liters becomes 0.0045 kiloliters.
Suppose we wanted 4.5 liters converted to milliliters.
Start at the unit position, we move DOWN 1 place to deci, 1 more to centi, 1 more to milli. That is three places we move the decimal to the right and 4.5 liters becomes 4500 milliliters. What about converting 4500 milliliters to kiloliters. That will be starting at milliliters, move up 1 to centi, 1 to deci 1 to unit, 1 to deca, 1 to hecto, and 1 to kilo. That is 6 places altogether. It's really very simply that. So 4500 mL becomes 0.0045 kL. You need to memorize some other prefixes but we will leave that until later. By the way, you CAN go to www.google.com and type in "4.5 liters to kiloliters" without the quotation marks, press enter, and the answer will pop up. I DON'T recommend this; however, because you won't always have google close by. You need to learn how to do it in your head.
