I assume this is from an experiment you conducted BUT I don't know the details. Perhaps the following comments will help you decide.
A measurement DOES contain significant figures and units; the problem is that some of the numbers may NOT be significant. Therefore, this statement could be true or false depending upon the circumstances.

You know B is false since some of the numbers from a digital readout may not be significant.

What "last two markings"? It depends upon the experiment being performed.

D is true. The number 4 is a 4.0000000.

this is not from an experiment it is a prelab question that needs a simple answer which i don't know

In the answer to the question "Which of the following is NOT true? "

E All of these ARE true.

Because there are occasions where B may not be true and C depends on the experiment and the scale.
