1. To what idea does the term “states’ rights” refer?

The federal government derives its power directly from the people, so states must obey federal law.

The states must be able to depend upon federal law to protect their individual interests.

The union is an agreement between the states, so the states can overrule federal law.

The states may expect the federal government to provide financial support for worthwhile needs of the people.

We know it isn't the last two, and I'm leaning towards the second one. This is because all state laws occupy what the U.S. Constitution does not give the federal government. Example: Texas has looser laws on oil companies, because it is a large factor of the economy, and give its citizens jobs, while California does not rely heavily on oil, and ITS citizens do not have interest in oil as much. Also, federal government derives its power directly from the people, because the most direct it can get is a representative.
