this is just a straight line. rearrange a bit to get
y+3 = 1/2 x + 1
y = 1/2 x - 2
The form y = mx+b is called the slope-intercept form for a reason ...
the equation you started out with is point-slope form
y-k = m(x-h)
which has slope m and goes through the point (h,k)
