Please suppose that the actual temperature is above 32 degrees F but the wind chill or real feel temperature is below 32 degrees F. Could water still freeze on the roadway surfaces?

The "read feel" or "heat index" (in summer) is what the outside temp feels like to humans. If the surface of the street is 32° then water could freeze there since neither the street nor water are affected by "real feel."

A science tutor would be able to explain this better than I.
