Agree with Ms Sue, I suspect a typo.

All the ratios contain 71 instead of 70

BUT, why do this in such a complicated way, just find
.31(71) = ...

n = 0.31 * 70.

n = 31/100 * 70.
Divide both sides by 70:
n/70 = 31/100 is the required proportion to solve for n.
