There are 48 contiguous states. If 7 border for every 9 that don’t then 7 out of 16 (7+9) states border an ocean. We then are calculating equivalent ratio for 48 contiguous states. 16 goes into 48 three times, so multiply 7x3=21 states that border an ocean.
