You know d = 400 miles. You know tim is 8 hours.Substitute and solve for rate(speed).
Velocity is a vector quantity. West is a direction but not knowing where in Virginia and where in CA you can't say exactly whiat the direction is other than west. I don't know if that is good enough or not.
