In this context, if Emily is making one batch of soap for use in other products, it would be singular, "soap". Number three is correct if she is making the soap for use in several products (more than one soap product as well as shampoos and toothpaste, the plural is correct. I do recommend the Oxford comma, though: shampoos, soaps, and toothpaste.
