What is the Giver about?

If you have not read THE GIVER, you will have no clue. What ideas are expressed or demonstrated in the story? Does a totalitarian government have the right to erase a people's heritage/history/values? Do those things matter at all? Who passes those values down from generation to generation? Do those things represent who the people are? What happens when they are lost or suppressed? There are lots of ideas in the story, but you have to read it to find them.
