I have found that it is easy enough to get names, addresses, phone numbers, names of relatives and in some cases the addresses/phone numbers for those relatives; however, I haven't found any free ones that will give much more than that; i.e., arrests, convictions, and that kind of thing. I think my qualified answer is "no". Others may have information I don't have.
