I am guessing they want to express 4 minutes to 90 seconds as a ratio

4 min : 90 s
= 240 s : 90 s, now we have the same units
= 240 : 90
= 8 : 3

can't do it as a ratio. There's nothing to compare it to. You might as well ask how to write

3 feet 2 inches
or
6 lbs 4 oz

as a ratio. It's just a value.

Oh well they have 4 mins and 90 secs as a fraction so does that change anything or........
