I don’t believe historical documents like this need to be italicized or underlined. Just make sure you have the capital letters in the right places, and you’ll be fine.

If the historical document is titled, the title should be in quotation marks.

I disagree. Do we put quotation marks around United States Constitution or Declaration of Independence every time we write those titles?
