This can be done with a Venn Diagram with two intersection circles.
If 17% failed both.. that goes into the overlap.
then 35% failed English and 31% failed math.
Got this by subtracting the 17% from both given values.
Now.. some 17, 35 and 31 and subtract that answer from 100% to get the % that passed both.
