Find the h, the x-coordinate of this parabola.

I don't know what you mean by "the x coordinate" and the "h" value. x can have any value. Perhaps you want the coordinates of the vertex (bottom) of the parabola.

The equation can be written
y = f(x) = x^2 -6x + 9 - 7
= (x+3)^2 -7
Clearly the lowest value of y (-7) will occur at x = -3. The focus of the parabola is located 1/4 units above the vertex in this case. (It is always 1/4 of the value of the coefficient of the x^2 term)
