Well -- that's misleading. All federal agencies use tax payer money.

Just to add fuel the fire I will add my two cents worth. When I first read the post and the response (but before MSE took the quiz) I started to make a comment that a should not be included because just costing money is not the issue. I intended to give an example of a project that cost millions but did not impact the environment. In the few minutes I spent I couldn't think of one. Therefore, I decided not to make the comment. I agree with Ms. Sue that it is a little misleading and I don't think the author of the question was trying to send a message that everything impacts the environment. The bottom line, however, is that almost anything we do does impact the environment, from such small things as cutting our hair or toenails to sending rockets into space to taking a hike into the woods and even just living.
