10. Arabia and Iraq are most affected by the scarcity (or lack of) which resource?

Ok I have tried really hard to research this and maybe I'm thinking to hard but I came up with water or oil. _LOL_ and I have a huge headache...but I am not going to give up. Could someone please point be in the right direction...I don't even need you to tell me the answer just point me I the correct direction and I should be able to find my way. Please!!??
