How do I solve this?

Do I take 13.5/23+1 =.5626

12.4/16=.775

.775-.5626=.2124

.2124/.5626=.377

.377 would be the relative unfairness

Then would I take

13.5/23=.5869

12.4/17=.7294

.7294-.5869=.1425

.1425/.7294=.195

.195 would be the second part to the first half.

The added representative would go to State B.

I do not know if I solved this question correctly.

State B: 16reps/12.4mil = 1.29 reps/mil.

State B has the least number of reps per mil; therefore, the last rep should be assigned to state B.
