There's no x in your problem.
multiply both sides by 100 x
100 x (3/100) = 100 x (30/x)
3 x = 3,000
x = 1,000
or simply multiply the left side by 10/10
30/1,000 = 30/x

your second problem statement makes no sense.

30/6 = 5
they are not the same
