  1. B is probably the best answer, but it is not a good answer. Lincoln wanted to deprive the South of its labor force, and hoped many of the freed slaves of the south would migrate north and join the Union Army. To do that, he needed some Union victories to make it more appealing, as the Northern armies were suffering defeat after defeat. So after Antietam victory, he issued the proclamation freeing the slaves in the South, but not in the Northern "border" states. Such is life in politics.
